Operating Support


The Neighborhood Development Support Collaborative (NDSC), managed by LISC from 1987 to 2000, operated a tremendously successful program that provided multi-year operating support to 13 CDCs,  committed to boosting their housing production and undertaking organizational management improvements that would strengthen their capacity to be strong housing developers.  The early NDSC Program served as a model for operating support programs nationally.


HOME Operating Support for Boston CHDOs:
    
Since 1994, LISC has administered the City of Boston's program to provide federal HOME funds for operating support to Community Housing Development Organizations (the federal term for CDCs).  About $350,000 a year has been allocated to CDCs and similar organizations in Boston, through a competitive process. Two-year commitments of $22,000 to $36,000 a year have been awarded to CDCs that have been able to produce a minimum number of affordable housing units and can demonstrate progress in advancing particular organizational improvement objectives.  The most recent 2-year commitments of HOME Operating support totaling $750,000 were made in May 2003.


Emerging CDCs  in Under-Served Areas:
 
From time to time LISC has administered funds on behalf of the United Way of Massachusetts Bay targeted for CDCs.  These CDCs were not affiliated with United Way but were working in under-served areas of high need that were priority communities for United Way support.  LISC's understanding of CDCs has given United Way and other funders the confidence in the work of these important, emerging organizations.  The Brockton Housing Partnership established a similar relationship with LISC in 2001.  LISC has also used resources from National Community Development Initiative/Living Cities to provide several multi-year operating grants to emerging CDCs showing a potential to increase their affordable housing production.   This type of operating support has assisted CDCs serving Mattapan, Chinatown, Fields Corner, North Dorchester, Brockton, Chelsea and Waltham.
