The Buzz: HUD proposes transforming rental assistance

The U.S. Department of Housing and Urban Development (HUD) has sent to Congress a detailed draft of its plan for Transforming Rental Assistance (TRA). HUD had sketched out the concept in its budget proposal in February, but its new submission to Congress provides more detail and reflects significant stakeholder input. Additional refinements are likely if Congress agrees to enact the plan. The initial cost for Fiscal Year 2011 would be $350 million.
