Cities across the country, from New Haven to Phoenix, are grappling with a new reality —investors buying large numbers of REO and other distressed properties and renting them out. While responsible landlords can help provide much-needed rental housing, poorly maintained housing and irresponsible owners often trigger seriously destabilizing effects on the blocks and neighborhoods where their properties are located. In this webinar, Alan Mallach, author of the LISC report Meeting the Challenge of Distressed Property Investors in America's Neighborhoods will discuss this reality, and offer concrete suggestions how for local governments, CDCs and others can deal with problem investors and landlords through "carrots and sticks," strategic combinations of regulatory pressures and incentives. Thomas Streitz, Director of Housing and Policy Development at the City of Minneapolis, and Dave Paulus, Director of Building Standards and Safety at the City of Allentown, will join Mr. Mallach at the end of the webinar to discuss applied best practices in those two cities and answer questions from practitioners interested in expanding their toolkits to address the changing landscape of their communities.
