Faced with declining federal and state community development funding, CDCs are increasingly looking to expand partnerships with local employers. In many cities, the largest local employers are area nonprofit hospitals and universities. These institutions are often called "anchor institutions" because, unlike private corporations, the nature of their business makes moving difficult, thus increasing the degree to which their success is dependent on community economic wellbeing.
