The East Side Neighborhood Development Company in St. Paul, Minnesota, launched the Crime and Safety Committee in 1998 to take back its commercial district along Payne Avenue in East Side. This case study illustrates the efforts of the Company, in conjunction with Local Initiatives Support Corporation (LISC), to elevate the work of the Crime and Safety committee and position public safety as a foundation for economic development.
