Andrea Pereira, Executive Director

Andrea Pereira is Executive Director of LISC for both Hartford and Connecticut Statewide programs. She is responsible for oversight of all program activities, including, lending, capacity-building, public policy, fundraising and communications. She also supervises staff and manages funder relations.  Her 35 years of experience in urban and community development includes work at the community, municipal and state levels with work in economic and community development, affordable housing, community development finance and public policy. Ms. Pereira earned an MS in Urban Planning from Columbia University and a BA in Urban Studies from Trinity College.  She has been at LISC for 19 years. Email Andrea.


Mary Kay Garrow, Senior Program Officer

Mary Kay Garrow, Senior Program Officer for Hartford LISC, joined LISC in 2003.  She is responsible for real estate loan underwriting, loan and grant administration, and technical assistance to community development organizations for the Hartford program and LISC’s Transit Oriented Development Fund.  In addition, she manages grant making operations of the Hartford Neighborhood Development Support Collaborative, acting as liaison between Support Collaborative funders and its grantees. Ms. Garrow has over 30 years of experience working at the community and municipal levels in community development and affordable housing finance in Wisconsin and Connecticut.   She holds an MS in Urban Affairs from the University of Wisconsin – Milwaukee, and a BA in Political Science from Marquette University.  She is a member of the Hartford Community Loan Fund's Lending Committee. Debi Davis, Assistant Program Officer

Debi Davis is Assistant Program Officer for LISC in Connecticut.  She has financial oversight for the two core Connecticut LISC programs and the Hartford Neighborhood Development Support Collaborative.  She is the liaison between staff and National LISC, and serves as grants and contracts manager.  She assists with marketing communications and provides support to the Executive Director in all aspects of fundraising for the programs.  Ms. Davis is actively involved in her community, having served on the regional United Way Board as well as the Operations Committee of the UW of Central and Northeastern Connecticut.  Ms. Davis is an alumna of the Parent Leadership Academy, a local group which advocates for children and education innovations in her community. Email Debi.


Angela Berry, Office Manager

Angela Berry is the Office Manager and Administrative Assistant for the LISC office in Hartford. Her duties include purchasing, vendor payments, expense reporting, event planning and information technology.  She organizes office operations and procedures; serves as liaison with facility management and its vendors; addresses employees’ queries regarding office management issues; assists in the onboarding process for new hires; and manages the Connecticut websites. Ms. Berry joined LISC in 2001. She previously worked in the insurance industry and has extensive knowledge of nonprofit management and community development.  Ms. Berry is active in her church, as a Sunday School teacher and licensed missionary; she plans and coordinates women’s meetings which feature expert speakers on health and wellness and other topics related to women. She also helps with clothing and food drives for the community at large. Email Angela.
