James P. Horan, Executive Director

James P. Horan leads LISC’s work both in Hartford and statewide, helping expand investment programs that help raise standards of living for residents and communities.  Jim most recently served as executive director/CEO of the Connecticut Association for Human Services, a statewide antipoverty program that focuses heavily on the economic success of families.  He led high-impact efforts on job training, education and child well-being while overseeing the organizations day to day operations, including CAHS’ position as fiscal agent for seven other nonprofits. 

Earlier, he worked in a series of positions in the mayor’s office for the City of New Haven, including Chief Administrative Officer, where he oversaw seven city agencies ranging from the police and fire departments to human services.

Before entering city government, Jim worked as associate director of the Connecticut Housing Coalition and, before then, as an attorney working on land use, affordable housing regulations and zoning at Robinson & Cole, a regional law firm.

He earned his J.D. and Master of Planning from the University of Virginia, and a Bachelor’s of Arts in government from Georgetown University. He has volunteered his time in a variety of capacities for Career Resources, Inc., the Association for Adult and Continuing Education, the Connecticut Asset Building Collaborative and the Connecticut Center for School Change. Farhana Arif, Community Economic Development Program Officer

Farhana comes to LISC with consulting and economic development experience in her native Michigan.  She has worked with a CDC to drive small business growth in Detroit, improved services for benefit access centers, and organized youth leaders.  She has also worked in Chicago and Philadelphia.  Farhana is a graduate of the University of Michigan, with an MBA, Master of Public Policy, and a B.A. double major in Brain, Behavior & Cognitive Science and Arabic & Islamic Studies.  Email Farhana.  Direct dial: 860-200-8010.

Matthew Straub, Program Officer

Matt was Senior Project Manager at Sheldon Oak Central where he touched all facets of the affordable housing process, from project conception through completion and operations.  Matt is a graduate of the University of Wisconsin-Madison with an MS in Urban and Regional Planning. Debi Davis, Assistant Program Officer

Debi Davis is Assistant Program Officer for LISC in Connecticut.  She has financial oversight for the two core Connecticut LISC programs and the Hartford Neighborhood Development Support Collaborative.  She is the liaison between staff and National LISC, and serves as grants and contracts manager.  She assists with marketing communications and provides support to the Executive Director in all aspects of fundraising for the programs.  Ms. Davis is actively involved in her community, having served on the regional United Way Board as well as the Operations Committee of the UW of Central and Northeastern Connecticut.  Ms. Davis is an alumna of the Parent Leadership Academy, a local group which advocates for children and education innovations in her community. Email Debi. Angela Berry, Office Manager

Angela Berry is the Office Manager and Administrative Assistant for the LISC office in Hartford. Her duties include purchasing, vendor payments, expense reporting, event planning and information technology.  She organizes office operations and procedures; serves as liaison with facility management and its vendors; addresses employees’ queries regarding office management issues; assists in the onboarding process for new hires; and manages the Connecticut websites. Ms. Berry joined LISC in 2001. She previously worked in the insurance industry and has extensive knowledge of nonprofit management and community development.  Ms. Berry is active in her church, as a Sunday School teacher and licensed missionary; she plans and coordinates women’s meetings which feature expert speakers on health and wellness and other topics related to women.
