HARTFORD NEIGHBORHOOD DEVELOPMENT SUPPORT COLLABORATIVE
& HARTFORD LISC
Background
Local Initiatives Support Corporation (LISC) is a national non-profit organization that provides financial and technical assistance to community development organizations working to revitalize neighborhoods and produce affordable housing. Since launching the Hartford program in 1984, LISC has invested over $20 million to create 1,699 homes, 147,006 square feet of commercial space and 12 child care and community centers. This investment has leveraged over $209 million of community development activity in Hartford’s neighborhoods. The Hartford LISC office also manages the Connecticut Statewide LISC program that serves all of Connecticut. The Hartford Neighborhood Development Support Collaborative (HNDSC) is a program of LISC that was created in 1995 as a funding vehicle for investment in Hartford community development organizations. Today, the Collaborative represents 13 private sector funders, and provides over $400,000 of operating support grants annually.
Position Description
LISC is seeking a community development professional to staff the activities of the HNDSC and participate in the community development work of the Hartford LISC program. The Program Officer will participate in making and managing all Collaborative operating support grants and will be responsible for building and nurturing partnerships with funders, grantees and community leaders. The successful candidate should have a commitment to community-based development and an interest in working in a diverse urban environment. The ideal candidate should possess knowledge of community development and grants management and be comfortable working in the field with a variety of partners. The Program Officer will report to the Senior Program Officer of the Hartford LISC Program as part of the Hartford LISC Team, supervised by the Executive Director. The HNDSC Steering Committee has oversight of the activities related to the Collaborative.
Responsibilities
1. Assist in managing operating support grants to Hartford community development corporations, including: coordinating and supporting the grant application review process, arranging site visits, reviewing progress reports, making disbursements and preparing reports.
2. Develop and maintain relationships with Collaborative funders and secure funds for ongoing program operations. Staff the Collaborative Steering Committee, including organizing meetings, materials and drafting minutes.
3. Work with the Senior Program Officer to expand LISC’s comprehensive community development program and the application of the LISC Sustainable Communities model in Hartford.
4. Create and strengthen LISC relationships with community, civic and business leaders in Hartford. Represent LISC and HNDSC at community meetings and forums.
5. Participate in LISC capacity-building activities for CDCs and community partners, including, organizational assessment, technical assistance and training. Assist in organizing educational activities and forums to share best practices in community development with grantees and other community partners.
6. Participate in preparing grant applications for HNDSC and LISC funding.
7. Act as liaison to the Communications consultant/manager to provide information and materials related HNDSC and Hartford LISC program activities.
Qualifications Required
1. Demonstrated understanding of neighborhood revitalization and affordable housing issues.
2. Understanding of successful management and operation of non-profit organizations.
3. Demonstrated capacity to analyze information and make sound judgements.
4. Excellent oral and written communication skills; experience in developing and managing partnerships and organizational relationships.
5. Excellent leadership skills. Ability to work effectively in a team and to thrive on diversity.
6. Proficiency with Microsoft Office Suite, and Internet applications.
7. B.A. or B.S. degree.
Qualifications Preferred
1. Familiarity with Hartford and its neighborhoods.
2. Experience with affordable housing, economic and community development issues, organizations and resources.
3. At least two years of experience in the non-profit or philanthropic sectors.
4. Ability to analyze financial information and business plans.
