Homeownership Incentive Program Overview (HIP)
In 1998, the Hartford Neighborhood
Development Support Collaborative established a Homeownership Incentive
Program to provide developer incentives to CDCs engaged in rehabilitating
existing vacant and blighted properties and constructing new homes for
owner-occupants within the City of Hartford.
