CD2000 Builds CDC Capacity
In 2000, Greater Kansas City LISC created a results-oriented approach to building the organizational capacity of community development corporations (CDCs) called Community Development 2000 (CD2000). As the primary component of Kansas City Community Development Initiative (KCCDI), CD2000’s goal was to help bi-state CDCs improve their performance and effectiveness in housing production and program administration.

CD2000 was recognized in 2002 by National LISC as a Best Practice program. Support to CDCs was based upon assessment, strategic planning and measurable outcomes.

Under CD2000, participating CDCs became better small businesses.

     CD2000 built organizational capacity.

  • CDCs’ net worth increased by $34 million, averaging $2.16 million each.
  • CDCs grew their number of programs by 64% resulting in more comprehensive development.
  • Boards of directors became more diverse and staff members were better trained.

     CD2000 increased production.

  • 291 new homes sold (50% increase over baseline)
  • 146 rehabbed homes sold (102% increase over baseline)
  • 823 new or rehabbed multi-family units occupied (179% increase over baseline)
  • 286 mortgage loans originated (308% increase over baseline)
  • 899 minor home repairs completed (37% increase over baseline)
  • 9 commercial projects completed (commercial development not previously engaged)

     CD2000 increased neighborhood results.

  • 80% of CDC neighborhoods (51 total neighborhoods) showed a decrease in reported offenses.
    • 55% showed a stronger decrease in crimes against property than        the city average
    • 47% showed a stronger decrease in crimes against persons than        the city average
  • 78% of CDC neighborhoods showed an increase in MLS housing sales prices.
    • 18% now exceeded the 1999 city average
    • an additional 18% now exceeded the 2004 city average
  • 59% of CDC neighborhoods showed an increase in percentage of owner occupied single-family homes and 16% exceeded the 2004 city average.
