LA LISC will be hosting a briefing on the federal housing updates and the impacts of tax reform on affordable housing for advocates, housing developers, policymakers, and leaders from the private and public sectors. At the end of December, the President signed the Tax Cuts and Jobs Act into law. Join us for a timely session to learn more about the implications of this act and tax reform on Affordable Housing. Topics to be covered:

Moderator: 
Tunua Thrash-NtukExecutive Director, LA Local Initiatives Support Corporation: Tunua is a seasoned community and economic development practitioner of 20 years with both non-profit and private sector experiences. Her strengths range from community advocacy to asset and real estate development around neighborhood revitalization. Tunua serves on the boards of the Federal Home Loan Bank San Francisco’s Affordable Housing Council, Housing California, City of LA Measure HHH Citizens Oversight Commission,  Greenlining Institute, Union Bank’s Community Advisory Board, Frontier Communications Community Advisory Board and the Los Angeles Development Fund, which is the City of Los Angeles’ New Market Tax Credit implementation group. Tunua is a graduate of Massachusetts Institute of Technology (MIT) where she earned her Master’s in City Planning as well as an alumna of UC Berkeley where she received her Bachelor of Arts Degree in Interdisciplinary Studies.

Panelists:
Paul Beessemyer, Program Director, California Housing Partnership Corporation: As the Southern California Program Director Paul assists Southern California’s nonprofit housing community and public agencies in the areas of affordable housing finance, real estate development, preservation of at-risk housing, and general housing policy. His career in housing began in 1996 and since then he has conducted numerous seminars and trainings and authored several publications, including The Tax Credit Turns Fifteen, a risk analysis of California’s early Tax Credit portfolio. In addition, Paul has worked with the City of Los Angeles Housing Department to develop a comprehensive policy for the preservation of at-risk housing and has advised the City on the creation and implementation of a new preservation ordinance. He is knowledgeable in the use of a wide range of community development financing tools, including Low Income Housing Tax Credits, tax-exempt bond financing, and a variety of public funding programs administered at the local, state, and Federal levels. Paul received a Bachelor of Arts in Landscape Architecture from the University of California, Berkeley.

Todd Fabian, Vice President and Regional Manager, National Equity Fund Inc. As the Acquisitions Vice President of the Western Region Todd manages the acquisition activity in 13 Western states.  He works closely with developers, investors and lenders to structure low income housing tax credit investments in this region.  Todd has been with NEF since 1997 and has analyzed, underwritten and closed over a billion dollars in equity across the region.  Todd’s 20 years of tax credit experience include a variety of very complex developments including tax-exempt bond transactions, supportive housing developments, multi-funded developments targeted to special needs with a variety of rental subsidies, mixed-used properties and rehab projects with large Section 8 contracts.  Todd’s previous work history includes several years working in the Special Asset Department at Home Savings of America during the mid-1990’s.  Mr. Fabian graduated from the University of California at Riverside.

Artie Mandel, Federal Policy Consultant: Artie was most recently a Senior Policy Advisor for Senator Maria Cantwell (D-WA) where he worked on tax, economic and housing policy issues with the Senate Finance Committee, including the development of S. 548, the Affordable Housing Credit Improvement Act (Cantwell-Hatch). He was previously Legislative Director for Rep. Bill Pascrell, Jr. (D-NJ). A New Jersey native, Artie attended the University of Maryland, graduating in 2007 with a degree in Government and Politics. He currently resides in Los Angeles with his fiancé and is a policy and political consultant.
