Karen received both a Bachelor of Arts Degree in Management and a Master of Arts Degree in Community Development from the University of Illinois. She received a certificate in Affordable Housing Finance from the National Development Council and studied affordable housing in Birmingham, England while working on a certificate in Urban Development from the University of Illinois-Chicago. She holds licensure as an Illinois Realtor and as an Insurance Producer in Illinois and Missouri. Karen received the Excellence in Business Award from the St. Louis American and the Child Advocate Award from the Annie Malone Organization. A native of Springfield, Illinois, Karen is the mother of two children, Tiffany and Kurt. Tiffany is a School Psychologist in Atlanta, Georgia, and Kurt is the Deputy Director of Job Corps in Boise, Idaho.
Angela joined Greater Peoria LISC in 2014 and oversees the Financial Opportunity Center network in Central Illinois. She brings to LISC expertise in financial and housing counseling. Her degree is in Mathematics. Her work also focuses on affordable housing including assisting with underwriting loans to produce & preserve affordable housing. Angela is passionate about equipping and empowering others to improve their lifestyle.
Jessica was born and raised in Springfield, Illinois and is excited to be part of the Greater Peoria LISC team. She is passionate about, and committed to, community revitalization. Jessica has a work history in both the private and public sectors. This background, coupled with her graduate study focus in urban planning, led her to pursue a position with LISC as a Lending Program Officer. She has experience in State and federal development incentives, community and transportation planning, and assisting brokers in the home mortgage industry prior to attending graduate school.
Jessica graduated from the University of Illinois with a Bachelor of Arts in Political Science and French Studies in 2009, and received a Master of Science in Community & Regional Planning from the University of Texas in Austin in 2014. She volunteers her time with several organizations in the Springfield area focusing on sustainability, urban redevelopment, and small business development.
Fred brings a 20-year history working in Peoria's community development market. He has a background in financial and housing counseling, small business lending, housing development and home repair. Fred's depth of knowledge and understanding of the Peoria market and the community development industry greatly benefits the Peoria program. Fred provides critical program support, grant management, and day-to-day office operations to the Greater Peoria office.
Ellie Stamper moved to Peoria from Bettendorf, Iowa. She is a public relations major at Bradley University with a double minor in theatre arts and professional writing. When not managing the Greater Peoria LISC’s website and social media pages, Ellie enjoys being in theatre productions. She is very excited to be a part of the Greater Peoria LISC team.
