Philadelphia LISC Staff

Mark Edwards is the Executive Director of the Local Initiatives Support Corporation’s Philadelphia office, which provides financial and technical support to CDCs. A native of Philadelphia, Mr. Edwards has over 15 years of experience in the broader industry of community development, including human and social services. He previously served as Senior Vice President and Chief Operating Officer of Germantown Settlement, as Senior Vice President of the Urban League of Philadelphia, and as Deputy Executive Director of the Philadelphia Anti-Graffiti Network in the Office of the Mayor under two Philadelphia mayoral administrations.

 

Mr. Edwards is also a graduate of the FBI’s Community Partnership Program and formerly worked as a campus police officer. He was an active board member for the People’s Emergency Center from 1998-2006, and served as its treasurer from 2003-2006. Mr. Edwards currently serves on the boards of the Pennsylvania Housing Alliance, the Ivy Legacy Foundation and the PNC Bank Community Advisory Board. He is the treasurer of the board of the Philadelphia Association of CDCs.

Randy Belin
serves as Senior Program Officer for the Local Initiatives Support Corporation’s (LISC) Philadelphia program.  During the past eleven years, he has underwritten a variety of residential and commercial real estate projects that are financed with HUD capital funds, bond financing and private equity generated by Low Income Housing and Historic Tax Credit financing. Additionally, he manages several State and City contracts which are designed to provide developers with project-related technical assistance while strengthening their overall organizational capacity.

 

Prior to joining LISC he worked for the Pennsylvania Housing Finance Agency and as a property manager.  Mr. Belin currently serves as Honorary Commander of McGuire Air Force Base, Vice President of the Board of Directors for Burlington County Institute of Technology and President of the Board of Directors or Abundant life Fellowship Preparatory School.  Mr. Belin has an undergraduate degree in Economics from Rutgers University and a Master of Business Administration degree from Eastern University.

Susan Callanen
works as a Program Officer for LISC and the Center for Commercial Revitalization, where she builds collaboration among CDCs, LISC and other local organizations by providing expertise, advocacy and networking opportunities. 

 

Ms. Callanen has an extensive background in community development, having worked for the State of New Jersey to revitalize Main Street commercial corridors and for the City of San Antonio, Texas to promote business development in inner city revitalization projects.  She has also directed various Habitat for Humanity projects in both San Antonio and Northern Ireland.

Anthony Daniels
joined the Local Initiatives Support Corporation’s Philadelphia office as Senior Program Officer in 2006.  With over 20 years of experience in finance, Mr. Daniels uses his expertise to do underwriting, technical assistance and project development.

 

Prior to joining LISC, Mr. Daniels served as Vice President at Sovereign Bank from 2002-2006, and as Vice President of Summit Bank from 1999-2001. At Sovereign Bank he also worked as a Community Development Officer, where he promoted the bank’s economic and development initiatives. He has also served as President and CEO of Berean Federal Savings Bank, and as a Federal Bank Regulator for the Office of Thrift Supervision. Mr. Daniels’s holds an undergraduate degree in liberal arts from United States International University and a MBA in Finance from Temple University.

Jennifer Deeny joined LISC in July 2008. In her position of Assistant to Mark Edwards, she manages staff schedules, arranges for travel, receives guests and generally oversees the office. 

Before joining LISC, Ms. Deeny worked in the environmental industry for 13 years, assisting her father in running K C Environmental.  She currently serves as a Committee Chair on both the Historic Langhorne Association and the Rotary Club of Langhorne, and was the secretary of the Langhorne Borough Business Association from 2004-2006.  She also serves as the secretary of Virescent Communities, a non-profit organization whose goal is to green Levittown, Pennsylvania.  Ms. Deeny holds a Bachelors Degree in History from Penn State University

Jamie Gauthier has been with LISC since September 2004.  In her current position of Assistant Program Officer, Ms. Gauthier writes proposals to solicit funding for the local program, underwrites requests for grant funding to CDCs, prepares workplans and programmatic reports for funders, and provides assistance to the Executive Director in the areas of budgeting, fundraising and management of program finances. 

 

Prior to joining Philadelphia LISC, Ms. Gauthier held the position of Contract Analyst with the Government Contracts Department in New York. While there, Ms. Gauthier was responsible for monitoring spending on and completing financial reporting to funders for HUD CHDO and HOME contracts, along with an array of Non HUD federal contracts such as USDA and Department of  Justice.  Before LISC, Ms. Gauthier worked in the Sales and Use Tax Department of  E. I. DuPont de Nemours and Co. She holds a Bachelors degree in Accounting from Temple University, and is a 2004 graduate of the University of Pennsylvania Masters in City Planning Program.

Joyce Sacco
joined LISC as the Coordinator of Southeastern Pennsylvania State Affairs in 2008.  She splits her time between Philadelphia and Harrisburg, where she represents LISC’s interests at the state government, working on policy related to community development.

 

Before joining LISC, Ms. Sacco served as the Associate Director of Employment Initiatives at Project H.O.M.E., helping run businesses and other occupational service programs for the organization.  From 2003-2005 she worked in the City Department of Adult Services, helping to develop the City’s 10 year plan to end homelessness.  She also served as the Director of Ridge Avenue Shelter, a 300 bed homeless shelter in Philadelphia.  Ms. Sacco has an undergraduate degree in Political Science from Northeastern University and a Master of Arts in Public Administration from the University of Massachusetts.
