Low Income Housing Tax Credits – Year 15 Expiration Issues

A report on practical applications and strategies for the transitioning of LIHTC projects at the end of their 15th year of operations

As more and more housing organizations in the region began facing the Low Income Housing Tax Credit (LIHTC), Year 15 expiration issues, the Philadelphia office of LISC and the Office of Housing and Community Development (OHCD), collaborated in bringing together a variety of for-profit, and not-for-profit housing organizations to discuss real world scenarios – their own LIHTC deals that are facing Year 15 issues. With panel and small group discussions, real core knowledge and insight was brought to the table and discussed in depth. With the wealth of information made available during this conference, LISC believed that a summary report would be a valuable resource tool. This report presents ideas, strategies, approaches and insights to help the reader understand and unravel the dynamics of their own organizations.


Philadelphia's Community Development Corporations

Building Livable Communities

This report describes how five Philadelphia CDCs have applied holistic community development strategies and solutions to the problems posed by urban disinvestment and decay. Their work can serve as a valuable model for CDCs around the country.

A common thread linking all five of these groups is the degree to which they focus on “community building” activities such as job creation, recreation, education, new business development and brownfields remediation. The study links existing data on the effectiveness of CDCs to a qualitative discussion of their intentions and strategies.


The LISC Online Resource Library. located on LISC's national website, contains timely policy and funding announcements, in-depth information resources and distance learning opportunities for community development practitioners. Through it, we disseminate LISC’s and others’ lessons learned, and facilitate exchange among community development experts and practitioners nationwide.
