Joe Horiye has served as the San Diego Director for the Local Initiatives Support Corporation (LISC) since 2002. Prior to LISC, Joe headed fund development efforts for a division of San Diego State University (SDSU) and also served as President of a non-profit public benefit company that provides affordable housing and community development services to low and moderate-income families. Joe is a Eureka-Waitt Fellow and also holds the distinction of being named the Country’s very first Mike M. Masaoka Congressional Fellow.
Joe’s other previous work experience includes serving as a Legislative Assistant for U.S. House of Representative, Norman Y. Mineta, Aide for the Greater San Diego Chamber of Commerce, and President of a university auxiliary corporation. He received his Bachelor of Science Degree and Community Economic Development Practitioner’s Certificate from SDSU and is a graduate of the Local Initiatives Support Corporation’s California Statewide Housing Development Training Institute, and LEAD San Diego.

Kwofi Reed, Program Officer. Kwofi Reed is a community development professional with a focus on grassroots affordable housing development, leadership training and community capacity building. Prior to joining LISC Kwofi oversaw The District of Columbia's Tenant Purchase Program where he directed the efforts of a citywide initiative helping residents purchase and manage their own apartment buildings. While in D.C. Kwofi also spearheaded the development and creation of an asset management and cooperative training pilot program and directed an affordable housing micro loan fund.
Kwofi, who grew up in San Diego is a graduate of Fisk University and received his law degree from Georgetown University Law Center (GULC). At GULC Kwofi spent two years working with The Harrison Institute for Public Law Housing Clinic. The Harrison Institute's focus on empowering low income individual and community group clients has given Kwofi broad experience working with community and industry partners.
Kwofi has an affordable housing development finance professional certification from the National Development Council and is a member of the California Bar.

Vicky Rodriguez

Vicky Rodriguez, Program Officer. Vicky has been with San Diego LISC since 2009. Prior to LISC, she served as the Director of Community Development for the MAAC Project where her primary work focused on programs and initiatives linked to self-sufficiency and sustainable communities.
At LISC, Vicky leads our Income and Wealth Building Program, which includes our Financial Opportunity Centers. She also has been providing strategic development and implementation to our Economic Development efforts via our Commerical Corridor Initiative. In addition, Vicky continues to provide technical assistance and programmatic development to LISC’s comprehensive community development initiative known as Neighborhoods First.
Vicky has a strong background in nonprofit program development, planning and implementation. She received a dual BA in Communication Studies and Sociology from the University of San Diego, and a MA in Nonprofit Leadership and Management from the University of San Diego School of Leadership and Education Science. Since 2008 Vicky has guest lectured for the University of San Diego's Sociology Department Urban Contemporary and Social Issues Class. She is a graduate of LEAD San Diego where she received the San Diego Union Tribune Emerging Leaders Scholarship.

Jana L. Zawadzki

Jana L. Zawadzki, Program Assistant, oversees the Capacity Building initiative with local CDC’s primarily through HUD Section 4 and LISC AmeriCorps. Jana comes to LISC from City Heights CDC, where she worked as a LISC AmeriCorps and as a Resident Services and After School Program Coordinator. Her experience brings strategic planning, program development, and community building skills to the LISC office. Jana is currently enrolled in University of San Diego's Nonprofit Management and Leadership Masters program and plans to complete coursework in 2012.
