LISC was awarded $3.6 million in Neighborhood Stabilization Program Technical Assistance (NSP-TA) funds in 2009 and $3 million in NSP-TA funds in 2012 to help grantees to achieve the highest level of performance and results for the HUD Neighborhood Stabilization Program. Along with partners the National Community Stabilization Trust and the Center for Community Progress, LISC has engaged in a variety of activities under this award to support NSP grantees in carrying out effective foreclosure and vacant property response strategies:
LISC has supported 30 grantees and over 150 subgrantees in 11 states with direct technical assistance in the areas of program design and administration, financial and grant management, and project financing, among other NSP-related topics.
LISC collaborated with HUD, ICF, the Urban Land Institute, and Enterprise Community Partners to develop the NSP3 Program Design Guidebook. Available on the HUD NSP Help Website, the Guidebook provides NSP3 grantees with a roadmap for developing effective programs.
Throughout our NSP-TA effort, LISC has helped grantees to establish timelines and procedures to meet urgent deadlines, while also building their long-term capacity to design and implement NSP and other HUD programs.
