Center on Budget and Policy Priorities The Center on Budget and Policy Priorities is a nonpartisan research organization and policy institute that conducts research and analysis on a range of government policies and programs, with an emphasis on those affecting low- and moderate- income people. Its website provides detailed analyses of a broad range of public policy issues, including resources on Section 8 (tenant-based as well as project-based), public housing, and tax policy. Housing Assistance Council The Housing Assistance Council (HAC) Housing Assistance Council (HAC) assists local organizations build and preserve affordable homes in rural America, providing technical assistance, training, research and information, and loans. HAC's publications and information web page connects to its biweekly newsletter, quarterly magazine, and reports, manuals, and information sheets providing information on many rural housing issues. HUD CLIPS HUD CLIPS contains a wide variety of source material on HUD programs, including archives of regulations, handbooks, notices and other implementing documents. Of particular interest is the "What's New" page, which contains a daily list of public information released by HUD. HUD Multifamily Housing Data This HUD web page provides, for download, a variety of useful multifamily housing databases regarding HUD-assisted private housing programs, including insured mortgages, previously insured (i.e., prepaid and foreclosed) mortgages, and expiring Section 8 contracts (those administered by HUD's Office of Housing). HUD Office of Affordable Housing Preservation OMHAR administers the renewal of over-market Section 8 contracts in HUD-insured properties. The OMHAR web page contains detailed links to all relevant policies and procedures, including the Operating Procedures Guide, incentives to participate in mortgage restructuring, special rules for nonprofit owners and purchasers, and use of additional funds in connection with mortgage restructuring. The National Housing Law Project (NHLP) The National Housing Law Project (NHLP) is a national housing law and advocacy center. The goal of NHLP is to advance housing justice for the poor by increasing and preserving the supply of decent affordable housing, by improving existing housing conditions, including physical conditions and management practices, by expanding and enforcing low-income tenants' and homeowners' rights, and by increasing opportunities for racial and ethnic minorities. National Housing Trust The National Housing Trust (NHT) is a national nonprofit organization formed to preserve and improve affordable multifamily homes for low and moderate-income use. The Trust's websites provides information regarding its principal activities: public policy; preservation technical assistance; training in preservation of multifamily housing; an information clearinghouse on HUD assisted and insured "Mark to Market" multifamily properties; and below-market predevelopment loans for preservation projects. National Leased Housing Association The National Leased Housing Association is a national organization representing private and public participants in the affordable multifamily rental housing industry. NLHA's website provides access to current legislative and policy developments affecting preservation. National Rural Housing Coalition The National Rural Housing Coalition (NRHC) was formed by concerned rural community activists, public officials, and non-profit developers to fight for better housing and community facilities for low-income rural people. Its Rural Rental Housing link provides information regarding current policy issues affecting at-risk USDA-assisted ?515 housing. Recapitalization Advisors Recapitalization Advisors, Inc. (Recap) is an affordable housing consulting firm specializing in multifamily operations and finance, with a special focus on the financial aspects of federally regulated multifamily housing. Recap's web page contains a broad set of materials relating to preservation policy and practice. Section 8 Renewal Policy Guidebook This Guidebook, updated periodically by HUD's Office of Housing, contains field instructions, equivalent to a Handbook, for all Section 8 renewal scenarios, as well as procedural requirements to be followed in the event of non-renewal.
