HUD Releases Fair Housing Resources

Following the release of its new Affirmatively Furthering Fair Housing (AFFH) rule, HUD has published a set of resources to help housing practitioners understand and comply with the rule. These Fair Housing resources include:

  • AFFH Rule Guidebook – This 222-page publication provides comprehensive guidance on the AFFH Rule and the Assessment of Fair Housing (AFH) process.
  • AFFH FAQs – Updated as new questions come in, this document provides answers to some of the most common questions about the rule.
  • Assessment of Fair Housing (AFH) Assessment Tool – This tool must be used by local governments that receive CDBG, HOME, ESG, or HOPWA formula funding from HUD to conduct and submit a required Assessment of Fair Housing (AFH).
  • AFFH Data and Mapping Tool – This tool is used in creating the AFH described above. The AFFH Data Tool User Manual provides instructions on how to use the Data and Mapping Tool.
  • The Fair Housing Planning Process Under the AFFH Rule - This fact sheet describes the fair housing planning process under the Affirmatively Furthering Fair Housing (AFFH) rule. It describes what a fair housing planning process should look like, what is an appropriate level of community involvement and what should result from the process.
  • HUD also released several data tools and accompanying background information. The AFFH Data Documentation explains the data methodology in the AFFH Data and Mapping Tool. A ZIP file is available containing AFFH Raw Data for the Data and Mapping Tool.
