Preserve HUD Section 4 Funding for Philadelphia

Urge Congress to Fund the Section 4 Capacity Building Program at no less than $45 Million for FY 2021

Please join other state and local organizations to urge the House and Senate to provide funding of at least $45 million for the Department of Housing and Urban Development (HUD) Section 4 Capacity Building and Affordable Housing Program for FY 2021. Given the tremendous needs in low-income communities - and the scarcity of capital available to nonprofit, community-based organizations to address these needs - now is not the time to eliminate or weaken HUD’s only dedicated source of funding that builds the capacity of these organizations.

Section 4 strengthens the nation’s lower-income rural and urban communities by bolstering nonprofit community developers that build and invest there. The support made possible by Section 4 enables local nonprofit organizations to develop affordable housing, finance small businesses, revitalize commercial corridors, and help address local healthcare, childcare, education, and safety needs. Section 4 has also provided disaster relief by helping local community development organizations rebuild homes and community facilities, as well as assisting small businesses.

An increase to $45 million will enable local nonprofits to meet the growing needs of the communities they serve, as well as leverage $900 million of total investments. We request additional appropriations for the Self Help Opportunities Homeownership Program (SHOP) in order to support the $45 million for Section 4.

As the only federal program that is exclusively focused on increasing the effectiveness of local community development organizations, Section 4 is needed now more than ever so that low- and moderate-income families can prosper in communities that are safe, and good places to live, work and raise healthy children.
