HNDSC Neighborhood Plans

7.14.2023

In June, LISC’s Hartford Neighborhood Development Support Collaborative (HNDSC) convened at the Hartford Foundation for Public Giving (HFPG). Northside Institutions Neighborhood Alliance (NINA), Mutual Housing Association of Greater Hartford (MHAGH), Southside Institutions Neighborhood Alliance (SINA), and Sheldon Oak Central (SOC) presented new five -year work plans to guide development in the Asylum Hill, Frog Hollow, and Northeast neighborhoods to more than 30 funders, including government, philanthropy, financial institutions, CDFIs, and anchor institutions.

Additionally, HFPG, the Connecticut Department of Housing, and the Connecticut Department of Economic & Community Development presented about programs and resources currently available that have the ability to support the exciting work taking place in the City.  DOH Commissioner Seila Mosquera-Bruno delivered the message that we need to THINK BIG about how together, we can transform communities to improve the lives of residents

The last round of CDC neighborhood plans were developed in 2015-16, and were due for an update at the beginning of the pandemic. LISC established an MOU with the City of Hartford to develop parallel neighborhood plans, and that process is nearly complete. LISC engaged Housing Smarts, LLC as consultant to support the CDCs in developing the new 5-year plans. The purpose of the neighborhood plans is to intentionally engage the community, apply an equity focused lens on neighborhood development, and attract investment in development.
