Community-based developers leverage $38M to remediate and redevelop campus

Englewood Community Development Corporation and the John Boner Neighborhood Centers invite you to attend the ribbon cutting and grand opening of the P.R. Mallory Administration Building on Indianapolis’ Near Eastside. This event will also serve as the grand opening for Purdue Polytechnic High School - Downtown Campus and Paramount Englewood.

WHAT: Grand opening for P.R. Mallory Administration Building, Purdue Polytechnic High School- Downtown Campus and Paramount Englewood. Following remarks, a building tour will be available.

WHEN: Monday, July 20 at 10 a.m.

WHERE: P.R. Mallory Administration Building, 3029 E Washington Street, Indianapolis. Onsite parking and street parking is available for the event.

WHO: Speakers to include: Joe Bowling (Executive Director, Englewood CDC), James Taylor (CEO, John Boner Neighborhood Centers), Mitch Daniels (President, Purdue University), Tommy Reddicks (Executive Director, Paramount Schools of Excellence), Mayor Joe Hogsett, Scott Bess, Head of School at Purdue Polytechnic High School, Tedd Grain (Executive Director, LISC Indianapolis) and a message from Congressman Andre Carson.

All speakers will be available for interview after remarks.

SPECIAL PRECAUTIONS: Considering the present circumstances of COVID-19, masks will be provided at the event. All attendees will be required to wear masks and practice social distancing during the time of remarks and the tours of the building.

HISTORY: This site, once home to Washington Park- the original home of the Indianapolis Indians (1900-1905) and Wonderland Amusement Park (1906-1911), served as the long-time home to P.R. Mallory and Company Inc. (1929 – 1979). The company was a major hub for employment and economic activity on the Near Eastside. After a 30-year vacancy, the redevelopment of the P.R. Mallory Campus is creating educational, employment, and commercial opportunities for area residents, and will once again be a valuable asset for the Near Eastside community.

P.R. Mallory LLC, a partnership between the John Boner Neighborhood Centers and Promise Zone implementation partner Englewood Community Development Corporation, bought the buildings and is now leading the development process. The $38M financing for the project has been pooled from many sources including two tranches of New Market Tax Credits from the City of Indianapolis and Consortium Capital, bonds from the City of Indianapolis, Historic Tax Credits from the National Parks Service and Industrial Recovery Tax Credits from the Indiana Economic Development Corporation as well as bridge loans from LISC for both the Historic and Industrial Recovery Tax Credits. Grants from MindTrust, City of Indianapolis, and Renew Indianapolis also contributed to funding for the redevelopment project.

The former battery factory site includes two renovated buildings: the main 120,000-square-foot administration building that holds Purdue Polytechnic and the Paramount School of Excellence, and the 70,000-square-foot “bunker building,” which houses Uplift Produce - a hydroponic growing operation, Purdue Robotics and a few additional for-profit tenants.
