Women's History Month Partner Profile: Elena Foshay

In honor of Women's History Month, we have invited leaders in community development to share their story with our Duluth community. This week we are featuring Elena Foshay!

Elena is the Director of Workforce Development for the City of Duluth. She has been with Workforce Development for 6 years. Elena has been a valuable partner to LISC, working with us on the Wealth, Entrepreneurship, and Economic Sustainability program, digital inclusion initiatives, and serving as a former Local Advisory Board Member.

How did you get started in community development and what brought you to your current organization?

When I was at UC Berkeley working toward my MSW, green jobs were big. Van Jones and President Obama were advocating a vision that helped fight climate change AND offered economic opportunity for all. I was hooked, and decided to pursue a second Master's degree in Community Economic Development with a focus on the green economy. I worked for a national policy organization in San Francisco, and then worked as a Case Manager and then Program Director of a job training program in the East Bay. When we moved to Minnesota, I was back working on local energy and workforce development policy and programs when I learned about this job. I was excited for the opportunity to lead a department doing amazing work under a strong set of equity and climate resilience priorities.

What challenges have you faced, as a woman in community development, and how have you overcome them?

There are a growing number of women in leadership, which is awesome. When I started, I would often be the only woman in a room full of white men. I had to build my confidence and become more assertive to claim my space in those rooms. I also had to learn to give a strong handshake.

What is the most valuable piece of advice you have recieved?

When searching for a job, look for a supervisor and organizational leader who will be a mentor and role model. And pay attention to detail in your writing and other work.

What is the most rewarding part of your role?

Aside from working with an amazing, dedicated, kind, and talented staff team - having the chance to make a tangible difference in the lives of individuals and their families, and being a part of an optimistic vision for our community.

Are there any particular women leaders in your community whose stories or accomplishments you think deserve more recognition?

So many! Former Mayor Emily Larson did great work while also putting up with so much negative treatment as a woman in leadership. Emily Edison is a great leader and fights hard for the underdog. Michelle Ufford is incredibly smart and visionary. Kayla Dietzmann and Stephanie Williams are fighting hard from the inside. Annie Harala, Liish Kozlowski, Liz Olson, and Jen McEwen are all fighting hard for us. I could keep going...
