The JCOD Office would not be possible without the collaborative help of several County departments, lead service providers, participating court systems, law enforcement and LISC. This information on this page highlights the contributing parties who are truly working to implement a care first model across the county.

LISC Safety & Justice
LISC’s national Safety & Justice program works with community-based organizations and local partners to address crime, fear of crime, and over-policing; advance justice; and build safe, vibrant, and equitable communities.

The Justice, Care, and Opportunities Department (JCOD)
The Justice, Care, and Opportunities Department (JCOD) is the County’s new central agency unifying LA County’s efforts to serve vulnerable justice-impacted people and communities and drive forward the Board of Supervisors’ vision of Care First, Jails Last.

Center for Court Innovation
The Center for Court Innovation works to create a fair, effective, and humane justice system. Originally founded as a public/private partnership between the New York State Unified Court System and the Fund for the City of New York, the Center for Court Innovation creates operating programs to test new ideas and solve problems, performs original research to determine what works (and what doesn't), and provides expert assistance to justice reformers around the world.


Lead Providers


Project 180
With rates of recidivism as high as 70% in some parts of Los Angeles, Project 180 is turning lives around through comprehensive diversion and re-entry programs for Angelenos involved in the criminal justice system.  Providing a “one stop shop” approach, Project 180 provides the services needed to address the complex and deep-rooted issues that have placed, and keep, people in the criminal justice system. With practical solutions, tailor-made programs, and compassionate care, Project 180 keeps people out of the system and in their communities. Project 180 is a division of Special Service for Groups, Inc. (SSG), a non-profit health and human service organization dedicated to building and sustaining community-based programs that address the needs of vulnerable communities.

Amity Foundation
Amity Foundation is dedicated to the inclusion and habilitation of people marginalized by addiction, trauma, criminality, incarceration, poverty, racism, sexism, homelessness and violence. Amity strives to improve health and promote environmental, social and economic justice and it is committed to research, development, implementation and dissemination of information regarding community building. Amity Foundation’s innovative, award winning projects and services are aimed at helping people overcome addiction, abuse, trauma and the barriers to successful re-entry for those with a background of incarceration. Amity uses a whole-person holistic approach with extensive interactive curricula, which fosters personal growth, emotional literacy, and social responsibility. Partnering with numerous agencies, counties, and states to provide a comprehensive network of support for its students, Amity serves more than 3,000 individuals per day in Arizona and California.

Exodus Recovery, Inc.
The Exodus Recovery, Inc. (Exodus) mission is “to bring the tools for the best possible quality of life to our clients.” Exodus’ concept of total health care incorporates the physical, emotional, and spiritual needs of each client. The program strives to create an environment that promotes the dignity of all participating and to develop services maximizing clients’ self-determination. Exodus has been providing quality psychiatric and chemical dependency treatment services to Southern California communities since 1989. In the last 20 years, Exodus has developed and established several hospital-based inpatient and outpatient programs, a psychiatric and internal medicine provider group, and a behavioral health managed care company. For the LA County Department of Mental Health, Exodus has developed and implemented an Integrated Service Agency Program (PARTNERS), an Adult Targeted Case Management Service Program, a Sidekicks Co-Occurring Disorders Program, an AB2034 Program, and an Alcohol and Drug Medi-Cal Contracted Program. Also, through LAC-DMH and the California Mental Health Services Act expansion and transformation, Exodus has developed and implemented additional Full-Service Partnership Programs, Wellness Center Programs, Field Capable Clinical Services Programs and Psychiatric Urgent Care Centers.

HealthRight 360
HealthRIGHT 360 (HR360) has programs in 11 California counties, providing integrated medical, dental, behavioral health outpatient and residential treatment, and re-entry services to over 40,000 people annually. HR360 operates medical and dental clinics, residential treatment, and transitional housing programs with a capacity to serve over 1,500 men and women, and a mobile medical van. It improves the health, safety, and productivity of the community’s most vulnerable populations. HR360 has provided treatment and re-entry services to adults in Los Angeles County since 1998. As a leader in the field of rehabilitation, it has primarily served adults with current or recent involvement in the criminal justice system who are making positive changes and rebuilding their lives. HR 360 provides outpatient services, substance use disorder treatment, in-custody and residential treatment, and re-entry services to populations including:  incarcerated men and women, parolees, probationers, women & children, people experiencing homelessness, and those with co-occurring disorders.

Tarzana Treatment Centers
Since 1972, Tarzana Treatment Centers (TTC) has provided high quality, affordable behavioral healthcare and addiction treatment services in Los Angeles. TTC is dedicated to providing professional health care that treats each person with compassion and according to their assessed individual needs for improved physical and mental wellbeing. TTC provides whole-person healthcare through its integrated programs of primary medical and behavioral healthcare including: inpatient medical detoxification and psychiatric stabilization, residential and outpatient substance use disorder treatment, outpatient mental health, residential rehab for teens / youth and adults, primary care clinics, and HIV/AIDS services including specialty medical care. TTC has facilities in Southern California at Tarzana, Reseda, Northridge, Woodland Hills, Long Beach and Antelope Valley (servicing Lancaster, Palmdale, and Santa Clarita).
