Hartford Neighborhood Development Support Collaborative
The
Hartford Neighborhood Development Support Collaborative (the Support
Collaborative) was formed in 1995 through the leadership efforts of the United
Way of the Capital Area, The Hartford Foundation for Public Giving, and the
Local Initiatives Support Corporation (LISC).

Today, the Support Collaborative
consists of twenty (20) funders including corporations, community and private
foundations and the government sector that have invested over $5.3 million in
operating support for neighborhood-based community development corporations
(CDCs) in Hartford.
The
mission of the Support Collaborative is predicated on the funders’ shared belief
that strong community-based organizations are necessary if there is to be
significant positive and enduring change in Hartford’s neighborhoods. The Support Collaborative is staffed by
LISC and provides operating support, technical assistance and training
opportunities aimed at improving the operational and financial management
systems of selected CDCs.
In
1998, a Homeownership
Incentive Program was
established by the Support Collaborative to provide developer incentives to CDCs
engaged in rehabilitating existing vacant and blighted properties and
constructing new homes for owner-occupants within the City of Hartford. Priority for this funding is given to
projects in neighborhoods where the rate of owner-occupancy is low including
Asylum Hill, Clay Arsenal, Frog Hollow, Northeast, South Green and Upper
Albany.
